Title: To amend the 2014 Capital Improvement Budget; to authorize the City Auditor to transfer funds between projects within the Safety Voted Bond Fund; to authorize the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with DLZ Architecture, Inc. for general architectural/engineering services for the design and construction of a replacement fire station at 150 East Fulton Street; to authorize the expenditure of $780,000.00 from the Safety Voted Bond Fund; and to declare an emergency. Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with DLZ Architecture, Inc. for general architectural/engineering consulting services for space planning, design, and construction administration for the replacement of current Fire Station 2/3 at 150 East Fulton Street and demolish the existing station.
A new Fire Station at 222 Greenlawn Avenue is in construction and is expected to be completed late this year. When it is completed both units (2/3) at 150 East Fulton will be relocated to the Greenlawn address. Then the Fulton station will be demolished and a new Station will be constructed. When both Stations are complete the Greenlawn facility will be identified as Fire Station 2 and the Fulton Street facility will be known as Fire Station 3.
The selection of the vendor for professional services was conducted in accordance with the competitive bidding provisions of the Columbus City Codes. A Request for Statements and Qualifications was issued and seven proposals were received (0 FBE, 0 MBE): Phillip Markwood Architects, Inc., Jerome Scott, JL Bender, Architects and Engineers, MSA, DLZ Architecture, Inc., Harris, and M+A. An evaluation committee representing the Department of Public Safety, the Department of Finance and Management, and EBOCO was established and recommended that DLZ Architecture, Inc.
Emergency legislation is requested so that the design of a replacement Station can begin as soon as possible so as to meet the modern operational needs of the Division of Fire to provide fire and rescue services to the downtown area. This Station is 51 years old and needs to be replaced as it has a number of operational and infrastructure deficiencies.
