Explanation

The purpose of this legislation is to authorize the Director of Public Utilities to enter into a service agreement with Complete Clearing Inc. for the purposes of providing Yard Waste and Log Grinding Services for the Division of Sewerage and Drainage, Compost Facility. The contract period is for one (1) year with the option of extending it for two (2) additional years on a year to year basis.

Currently the Compost Facility has a Universal Term Contract that provides the purchase of woodchips to be used as bulking agents for composting. This service contract will be an alternative source for bulking agents. The awarded supplier will grind up yard waste and logs that have been delivered to the Compost Facility by various means. The Compost Facility estimates that it will spend $150,000.00 per year on this agreement.

The Director of Public Utilities opened formal bids on December 5, 2007. Two (2) bids were received. A tabulation of those bids follows:

Complete Clearing Inc: $123,500.00
Storm Reconstruction Services $518,800.00



SUPPLIER: Complete Clearing Inc. (31-1442642) Expires 8-17-09

FISCAL IMPACT: $150,000.00 is needed and budgeted for this service.
