Explanation
Background: This legislation authorizes the Public Service Director to enter into a contract in the amount of $400,000.00 for the On-Call Traffic Calming Construction for Strawberry Farms - 2005 (Phase 1) project and to pay construction inspection costs up to $50,000.00. This improvement consists of the construction of traffic calming measures such as speed humps, medians, and chokers and such other work as necessary to meet all contract requirements. The estimated Notice to Proceed date is September 1, 2005. The contractor has been given 90 days to complete the construction of the project. The project was let by the Transportation Division and was advertised in the City Bulletin, Dodge Reports and by the Builders Exchange. Five bidders/suppliers were solicited (four majority, one minority) and three bids were received (two majority, one minority) and tabulated on April 14, 2005, as follows:

The Transportation Division recommends a bid award to G & G Cement Contractors, contract compliance number 31-0924129 (expiring December 18, 2005), as the lowest, best, most responsive, and most responsible bidder.

Fiscal Impact: The division has established a $450,000.00 budget for this project; to stay within this number and accommodate construction inspection, the contract amount will be limited to $400,000.00. All cash within the 1995, 1999 Streets and Highways Fund has either been expended or obligated by passed or pending legislation. This ordinance's expense can be accommodated within the 1995, 1999 Streets and Highways Fund by appropriating and transferring $450,000.00 within the Special Income Tax Fund.
