Explanation
BACKGROUND: The Division of Fire was awarded a grant from the Department of Homeland Security to purchase tactical ballistic vests for it's Tactical EMS Unit. This authorizes the Director of Finance and Management to execute the documents necessary to acquire this equipment. The total cost of this equipment is $59,904.00, the payment of which will be issued by Franklin County, on behalf of the Department of Homeland Security and Ohio Emergency Management Agency. The City of Columbus and Franklin County entered into an Intergovernmental Agreement via Ordinance 1917-2005 to enable this type of purchase.

The Tactical EMS Team (TEMS) provides two specialized, forward-deployed highly-trained paramedics in an established safe area during Bomb Squad, S.W.A.T. Team, or IN/TAC responses to support the wellness of the Tactical Response Team's members and provide immediate medical care to anyone in need, whether Tactical Response Team members, bystanders, or suspects. The Tactical Emergency Medical Support Team is responsible for providing medical care in forward areas where conventional Emergency Medical Services personnel, lacking the necessary training and equipment, cannot immediately venture. This medical care can reduce the incidence of injury while increasing the morale of Tactical Response Team members. In the event of a medical emergency or traumatic injury, tactical team members bring the injured person to the safe zone where the TEMS paramedics begin initial treatment, stabilize the patient, and coordinate with the staged EMS transport vehicle(s) to transport the patient to the closest medical facility.
