Explanation
1. BACKGROUND
The Department of Public Service, Division of Infrastructure Management is responsible for cleaning streets throughout the City of Columbus as part of its Street Sweeping Program. Street sweeping duties include cleaning debris from ADA ramps, drains, clean out of the sweeper wash pits, leaf pickup, clean out the brine machines, and maintenance of pervious paver sweeping. The division is in need of one 4-wheel vacuum street sweeper with attachments. The City of Columbus, Fleet Management Division, approved the purchase to replace existing equipment that has reached the end of its useful life. The City has a multiple year Universal Term Contract for street sweepers with Northeast Sweepers & Rentals, Inc.
The Director of Finance and Management is hereby authorized to associate all General Budget Reservations resulting from this ordinance with the Universal Term Contract for street sweepers for the Department of Public Service, Division of Infrastructure Management.

2. CONTRACT COMPLIANCE INFORMATION
The contract compliance number for Northeast Sweepers & Rentals, Inc. is CC028721 and expired 5/05/2023. The vendor is updating the certification, and it will be completed before the contract is finalized.
3. FISCAL IMPACT
This is a budgeted expense within the Municipal Motor Vehicle Tax Fund, Fund 2266.
4. MINORITY AND WOMAN OWNED BUSINESS ENTERPRISE & SMALL LOCAL BUSINESS ENTERPRISE PROGRAM
These expenditures are being made from a Universal Term Contract established for use by the City’s Purchasing Office and as such does not require MWBE goals to be established.
5. EMERGENCY DESIGNATION
The department requests emergency designation for this legislation due to limited time for current pricing and so that the street sweeper can be ordered and be available for street sweeping operations as quickly as possible to replace equipment that is out of ...
