Explanation
BACKGROUND: The Columbus Health Department was awarded a grant from the Ohio Department of Health. This ordinance authorizes the transfer of appropriation authority in the amount of $107,356 within the Women, Infants, and Children (W.I.C.) grant program to properly align object level one appropriation with projected personnel expenses. This transfer will move appropriation from personnel to supplies, services, and capital expenditures to purchase furniture for a new WIC clinic, measuring boards, digital scales, two copy machines, other medical equipment, rent of clinic space for two new locations for the month of September, additional interpretation expenses, and a new van for courier usage.
This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: The Women, Infants and Children Program is entirely funded by the Ohio Department of Health. This program does not generate any revenue or require a City match.
