Explanation

BACKGROUND:
This legislation appropriates $25,000 from the Emergency Human Services (EHS) Fund to the Department of Development and authorizes the Director of the Department of Development to enter into contract with the Visionary Foundation. The contract will provide funding for sponsorship of the Benjamin Banneker Summer Academy. The Academy provides a six-week summer academic enrichment program for disadvantaged youth during school's summer recess. The program serves youth in the 6th, 7th and 8th grades and provides curricula in science, math, technology and the arts. Funds will be used to offset tuition costs for up to 84 youth.

The legislation is an emergency due to the immediate need for program services.

FISCAL IMPACT:
A total of $25,000.00 has been allocated to Visionary Council to support the Benjamin Banneker Summer Academy. These funds are provided from the FY 2003 Emergency Human Service Fund.

WHEREAS, the Director of the Department of Development desires to enter into a contract with the Visionary Foundation; and

WHEREAS, the Visionary Foundation operates the Benjamin Banneker Summer Academy;

WHEREAS, the Academy provides a six-week summer academic enrichment program for disadvantaged youth during school's summer recess; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to enter into contract with the Visionary Foundation in order to preserve the public health, peace, property, safety, and welfare; NOW, THEREF...
