Explanation
BACKGROUND:
This legislation authorizes the Director of Public Utilities to enter into an Annexation Agreement with Prairie Township, Franklin County. The purposes of the Agreement are to clarify and expand Prairie Township territory eligible for centralized water and sewer service; and provide clarity regarding future growth areas for both jurisdictions. The Agreement includes timelines for implementation of key provisions.

Title
To authorize the Director of Public Utilities to enter into an Annexation and Detachment Agreement with Prairie Township and to assent to the detachment from the City of Columbus to Prairie Township of certain real property designated as detachment parcels in the Annexation Agreement between the City and Prairie Township, in the event that the owner of a parcel so identified elects to detach.
Body
WHEREAS, the City of Columbus and Prairie Township are political subdivisions located entirely within the State of Ohio, with Columbus and Prairie being contiguous and, in some cases, having overlapping boundaries within areas located within Franklin County, Ohio; and
WHEREAS, the Township owns property located in the City and the unincorporated area of the Township and the Township seeks to detach the property from the City in order to obtain additional grants and further grow the Township’s Community Center and related park and recreational opportunities; and
WHEREAS, the Parties wish to cooperate in matters affecting the territory to which this Agreement pertains, including the extension and subsequent provision of centralized water and sanitary sewer services within this territory;
WHEREAS, Columbus and Prairie have determined that it is in the best interest of their respective residents, citizens and taxpayers to enter into this Agreement upon the terms hereinafter set forth; and
