Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into an agreement with the Homeless Families Foundation. The agreement will provide $86,000 from the 2005 Capital Improvements Budget to assist with the rehabilitation of nine affordable housing units on S. Grubb Street that provide emergency shelter for homeless families. The Homeless Families Foundation will use the dollars to undertake kitchen and bathroom plumbing repairs, security improvements, replacing electrical fixtures, subfloor improvements, and other critical repairs. The improvements will assist in meeting emergency shelter service demands for homeless families.
This much needed service cannot be performed by city employees as the facility is private property operated by a non-profit providing a public service in the form of assistance to the homeless.
Emergency action is requested for this legislation in order to comply with the time line for the project to begin construction.
FISCAL IMPACT: Funds for this project are included in the 2005 Capital Improvements Budget.

WHEREAS, the Department of Development, Housing Division, desires to enter into an agreement with the Homeless Families Foundation to aid in the rehabilitation of the Homeless Families Foundation Grubb Street Shelter; and
WHEREAS, the contract will provide $86,000 from the 2005 Capital Improvements Budget for the rehabilitation of the Homeless Families Foundation Grubb Street Shelter for homeless families; and
