Explanation
Background:
The City of Columbus is engaged in the construction of Police Sub-Station #14, located on certain City owned real property located in the vicinity of Park Crescent Drive and Alshire Road. The Whitman Holding Company, an Ohio Corporation, has an existing private sewer line easement through the same City property, which must be relocated in order to accommodate the construction of the police sub-station. The City proposes to grant the Whitman Holding Company, a replacement easement in exchange for the release of its existing easement. After investigation, the Department of Finance and Management has determined that the exchange of easements will not adversely affect the City and should be allowed. The following ordinance authorizes the Director of the Department of Finance and Management to execute those instruments necessary to grant a Quit-Claim Deed of Easement to the Whitman Holding Company.

Emergency Justification: Emergency action is requested in order to provide for the immediate relocation of a private sewer line across City property, so that the City may proceed without delay on the construction of Police Sub-Station No. 14.

To authorize the Director of the Department of Finance and Management to execute a Quitclaim Deed of Easement necessary to grant the Whitman Holding Company a replacement easement in exchange for the release and relocation of its existing private sewer easement in order to accommodate the construction of Police Sub-Station #14, located in the vicinity of Park Crescent Drive and Alshire Road, and to waive the competitive bidding and Land Review Commission requirements of the Columbus City Codes (1959) Revised, and to declare an emergency.
