Explanation

BACKGROUND: This ordinance authorizes the Finance and Management Director to enter into a contract on behalf of the Facilities Management Division with Capital Plumbing & Mechanical, Inc. for preventive maintenance and service of grease traps and septic tanks for various city buildings under the purview of the Facilities Management Division. A grease trap is a plumbing device designed to intercept most greases and solids before they enter a wastewater disposal system. In 2009, the contract for the service of grease traps and septic tanks included scheduled service calls and incidental emergency calls throughout the year. Two fire stations were added in 2010.

Formal bids were solicited and bids were opened on April 19, 2010 as follows (1, ^MBE, 0, FBE):

Capital Plumbing & Mechanical, Inc. $13,685.00
Waterworks $14,639.00
^ King John Portable Toilets, LLC $16,995.00
Roto Rooter $17,075.00
Rescue Rooter $18,142.00

The Facilities Management Division recommends the bid be awarded to the most responsive and responsible bidder, Capital Plumbing & Mechanical, Inc. Because of the incidental emergency calls, the bid was awarded based on a one time combined service cost of 31 properties.

Emergency action is requested to ensure the sanitary system is maintained for continued operation of this vital infrastructure.

Fiscal Impact: The Facilities Management Division budgeted $20,000.00 for preventative maintenance and service of grease traps and septic tanks. The cost of this contract is $34,000.00. The overrun will be funded through cost savings in the general maintenance contract.
