Explanation
BACKGROUND: This legislation authorizes the transfer of $300,000 within the Community Development Block Grant Fund (CDBG) located in the Department of Development. These funds will be used to increase the amount of five contracts for the provision of services under the Emergency Repair Program. The Emergency Repair Program provides assistance to low and moderate-income individuals living in units with housing code violations that require immediate attention in order to avoid displacement of the occupants.
This legislation is presented as an emergency measure to allow program services to continue without interruption.
FISCAL IMPACT: Funds for this transfer are available from the Affordable Housing Opportunity Fund portion of the 2003 Community Development Block Grant Fund and the partial cancellation of Auditors Certificate AC 020301/001.

To authorize and direct the City Auditor to transfer $300,000 between object levels within the Community Development Block Grant Fund; and to declare an emergency. ($300,000)

WHEREAS, it is necessary at this time to transfer $300,000 within the Community Development Block Grant Fund located in the Department of Development to provide additional funds for five Emergency Repair Program contracts; and
WHEREAS, funds for this transfer are available from the Affordable Housing Opportunity Fund portion of the 2003 Community Development Block Grant Fund and the partial cancellation of Auditors Certificate AC 020301/001; and
WHEREAS, the Emergency Repair Program provides assistance to low and moderate-income individuals living in units with housing code violations that require immediate attention in order to avoid displacement of the occupants; and
WHEREAS, this transfer is necessary due to the increased volume of calls requesting emergency heating, plumbing and electrical repairs; and
