Explanation

BACKGROUND: The Building Services Division (BSD) is the agency certified by the State of OhioBoard of Building Standards that functions to regulate and enforce the requirements of the Ohio Building Code (OBC) for the alteration, construction, maintenance and repair of all buildings and structures that it covers.

Consequently, for proper enforcement and implementation of the OBC, it is imperative for BSD to codify particular requirements of the OBC in the Columbus Building Code (Title 41) assuring that implementation requirements are stated therein for reference and enforcement by the Division. Additionally, since the OBC is a ever changing model code, from time to time it is necessary for BSD to add, amend or repeal sections of the Columbus Building Code (CBC) relating to the OBC.

Therefore, it is the purpose of this legislation to replace an existing Columbus Building Code section stipulating the requirements for the posting of occupancy load signs with the current OBC model code language, and to add a new OBC reference in Columbus Building Code Chapter 4117 concerning the same subject matter.

A Public Hearing was held before the Columbus Building Commission on August 19, 2003. The Columbus Building Commission at that time voted to recommend this proposed ordinance be forwarded to Columbus City Council for adoption.

FISCAL IMPACT: No funding is required for this legislation.
