Explanation

BACKGROUND:

This legislation authorizes the Finance and Management Director to establish a short-term Universal Term Contract (UTC) for the option to purchase Plumbing Maintenance Services with The Waterworks, LLC. The Facilities Management Division is the primary user for Plumbing Maintenance Services. Plumbing Maintenance Services are used to maintain, service, and repair plumbing fixtures and systems in City of Columbus facilities. The term of the proposed option contract would be approximately six (6) months, expiring September 30, 2026.

The prior Plumbing Services UTC expired on February 28, 2026, and the services under that UTC were provided by The Waterworks, LLC. A short-term contract needs to be established with The Waterworks, LLC to ensure plumbing services can continue to be performed throughout City of Columbus facilities. This contract allows for services to be continued by the previous vendor while a formal bid process is conducted to establish a new, longer-term UTC. The competitive bidding provisions of Chapter 329 of the Columbus City Codes are required to be waived in order to enter this temporary contract prior to a new bid process being completed.

Emergency Designation: The Department of Finance and Management respectfully requests this legislation to be considered an emergency ordinance so that timely maintenance, service and repairs to plumbing fixtures and systems can be provided since the previous UTC has expired.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
