Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to modify and extend a lease agreement for the Facilities Management Division for rental of office space used by the Public Safety Department with All Starr Limited Partnership. The period of the lease agreement is from August 1, 2003, through July 31, 2005, subject to yearly appropriation of funds by City Council. The original lease agreement was authorized by Ordinance 2791-96, passed November 25, 1996 in the amount of $224,430.80.
Emergency action is requested to provide a continuous rental of office space for Public Safety.
Fiscal Impact: The money for this lease will come from the Special Income Tax Fund. Facilities Management budgeted $262,650.00 in the 2003 General Fund budget for this lease. The new lease cost is $285,000.00 per year. 2002 rent expense was $255,000.00.

WHEREAS, the Public Safety Department has a need for office space, and
WHEREAS, it is necessary to modify and extend a lease agreement for office space for the Public Safety Department; and
WHEREAS, the contract modification calls for a two year lease agreement, subject to an annual appropriation of funds by City Council; and
WHEREAS, an emergency exists in the usual daily operation of the Facilities Management Division, Public Service Department, in that it is immediately necessary to modify and extend a lease agreement with All Starr Limited Partnership, Inc., for office space for the Public Safety Department, thereby preserving the public health, peace, property, safety,and welfare; now, therefore:
