Explanation
This ordinance amends the Management Compensation Plan, Ordinance No. 2713-2013, as amended, by enacting, retitling, and abolishing classifications based on Civil Service Commission action; and by updating the 2026 minimum wage in accordance with the Ohio Constitution.
Fiscal Impact: None.
Emergency Designation: Emergency action is recommended in order to allow for expedient implementation to immediately enact changes by the Civil Service Commission and the Department of Human Resources.

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(D) to repeal the classification of Diversity and Inclusion Specialist I (0806) based on Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to repeal the classification of Diversity and Inclusion Specialist II (0805) based on Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to enact the classification of COSHA Division Administrator (0145) based on Civil Service Commission action and to assign it to Pay Grade 96; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to retitle the classification of Employee Benefits Analyst I (0824) to Employee Benefits/Workers' Compensation Analyst I (0824) based on Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(F) to increase the minimum wage to $11.00 per hour effective January 1, 2026 in accordance with the Ohio Constitution; and
