Title: To authorize the Finance and Management Director to enter into contract with Wondries Fleet Group for the purchase of seventy-five (75) police cruisers and seventy five (75) digital video cameras from Insight Public Sector on behalf of the Division of Police; to authorize the appropriation of $2,250,876.00 from the Special Income Tax fund: to authorize the expenditure of $2,250,876.00 from the Special Income Tax fund; to waive competitive bidding provisions of the Columbus City Codes; and to declare an emergency. Explanation
This ordinance authorizes the Finance and Management Director to enter into contract with Wondries Fleet Group for the purchase of seventy-five (75) police cruisers on behalf of the Division of Police. These vehicles, 2011 Crown Victoria Police interceptor sedans, are replacements for Police cruisers that are high mileage and high maintenance and need to be replaced.
These "base" vehicles are in stock by Wondries Fleet Group, a franchised Ford dealer in California. All the units will require up-fitting (the installation of light bars, cameras, communications infrastructure, etc.) which shall be contracted for separately. Fleet Management and Support Services will work together to up-fit the 75 Cruisers prior to being placed into service. Additional legislation shall follow to complete awards for the up-fitting for all the units.

The 2011 Crown Victoria model had final "build-out" dates last year - in other words they are no longer manufactured. . These units will cost approximately the same amount as similar units that were purchased by the City in late 2010 for the Division of Police. All other current production of cruisers for 2012/2013 models has been delayed throughout the country, leaving limited choices for many Police agencies. Purchasing these 75 cruisers enables the Division of Police more time to evaluate new model year units that are just now hitting the market place.

A waiver of competitive bids is necessary to execute this purchase. However, both the Public Safety Department and Finance and Management Department believe the waiver of competitive bidding to be in the best interest of the City. Otherwise, the Police Division is unlikely to have new cruisers available in 2012 to place into service.
