Explanation
BACKGROUND: This Ordinance authorizes the Public Utilities Director to modify and increase a professional engineering services contract with MS Consultants, Inc., to allow for the design of a section of water main that was not in the original Morse Road 36" Water Main Contract, Division of Power and Water Contract Number 1059, in the amount of $41,000.00.
MS Consultants, Inc. has already done extensive design for this section of water main through a contract with the City of Gahanna. Initially, Gahanna had agreed to maintain the engineering contract with MS Consultants, Inc even though the project did not provide a direct benefit to their water system. The plans and specifications were prepared using Gahanna's standards. The project was then delayed several years due to easement acquisition. Because of the delays and financial impacts, Gahanna prefers to no longer maintain the contract. Additionally, the construction permits expired.
The contract modification will allow the Division to revise the construction drawings and specifications to reflect the City of Columbus as the owner; allow for the required construction permits to be submitted and obtained from the various regulatory agencies; and allow for the construction drawings to be updated to current industry standards. Ultimately this will allow the City to solicit bids and construct the project.
The project is critical for the Division of Power and Water as it will be a direct supply to the Taylor Road Water Storage Tank (currently under construction) which will need to be placed in service to support customers on the far East side. A modification is also necessary because the Franklin County Engineer's Office is in design of a round-about at Reynoldsburg-New Albany Road which will be in conflict with this project.
