Explanation
BACKGROUND: This ordinance authorizes the Director of Public Utilities to modify and increase a construction contract with Complete General Construction Co. for Street Lighting Improvements for OSU Off-Campus Core Area for the Division of Power and Water (Power). It is requested that the contract be modified to cover unforeseen field conditions due to the dense amount of on-street parking within the project limits and associated charges to relocate vehicles to a lot provided by the University Community business Association at the Northeast corner of East Eight Avenue and North High Street.
1. Amount of additional funds to be expended: $99,960.00
Original Contract Amount: $667,662.19
Amount of original contract and this modification: $767,622.19
2. Reasons additional goods/services could not be foreseen:
After review of the contract plans and specifications it was determined that on-street parking would hamper the contractor's ability to finish construction without exorbitant delays. The Division of Power and Water and Transportation Division, Inspection Services Section, worked with the OSU community to determine the best course of action.
3. Reason other procurement processes are not used:
Due to this contract playing a vital role in enhancing public safety in the OSU Off-Campus Core Area through upgrading the existing street lighting system, it is in the best interest of the citizens of Columbus to modify the existing contract to expedite construction.
4. How cost of modification was determined:
The towing cost was reviewed and negotiated by the Transportation Division, Inspection Services staff and the contractor. A recommendation was made to accept the unit price of $73.50 and the Division of Power and Water (Power) staff approved their analysis.
