Explanation
Background: This ordinance authorizes the City Auditor to appropriate funding from the Neighborhood Initiative Subfund 100018 to the Recreation and Parks Department in support of solar lighting installation at New Beginnings Park in the Milo-Grogan Neighborhood. This ordinance also authorizes the expenditure of $15,000.00 from the Neighborhood Initiative Subfund 100018 for this purpose.
The Recreation and Parks Department is putting together a solar lighting package for the future installation of solar lighting in various parks throughout the City of Columbus. This project will be bid out in accordance with City Code Chapter 329 in the coming months and the project is expected to start in early 2023. New Beginnings Park, in the Milo-Grogan Neighborhood, has been selected as one of the parks that will receive upgraded solar lighting. In an effort to appropriate this funding before the end of the 2022 Fiscal Year so it will remain available in Fiscal Year 2023, it is necessary to authorize the appropriation and expenditure herein this ordinance.
Emergency Justification: Emergency action is requested in order to authorize the City Auditor to appropriate this funding to the Recreation and Parks Department before the end of the 2022 Fiscal Year so it will remain available in Fiscal Year 2023 for use on this project.
Benefits to the Public: Lighting provides visibility and improved safety for park users and nearby residents. Solar charged lighting also lowers operational costs, making the park amenities more sustainable.
Community Input/Issues: The community has made requests for improved lighting at this location.
