Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract for the Facilities Management Division with Axiom Mechanical Services for the installation of a walk-in freezer at the Columbus Police Property Room, 1250 Fairwood Avenue. The walk-in freezer will be used by the Police Division to store DNA evidence. Currently, the Police Division uses three small reach-in freezers for these purposes. The current freezers are completely full.
Formal proposals were solicited on November 23, 2004. Four firms submitted proposals on December 14, 2004 as follows: (0 MBE, 1 FBE*).
Enviro-Flow Companies $ 89,116.00
Axiom Mechanical Services $112,535.00
Spectrum Builders, Inc. $114,338.00
*General Temperature Control, Inc. $121,675.00
The Facilities Management Division recommends the bid award to Axiom Mechanical Services as the most responsive and responsible bidder. The low bidder, Enviro-Flow Companies, withdrew its bid in writing on December 17, 2004.
Emergency action is requested so that the walk-in freezer will be available as soon as practical to store important DNA evidence.
Fiscal Impact: The Police Division budgeted $112,000.00 in the 2004 Capital Improvement Budget for the installation of the walk-in freezer. The cost to install the walk-in freezer is $112,535.00.
