Explanation
The Public Service Department, Transportation Division, requires high skid concrete pavement marking material, concrete tape, thermoplastic pavement marking material and countdown pedestrian signals to perform its mission of promoting traffic control and pedestrian safety.
The concrete pavement marking material and concrete tape is used to delineate traffic lanes and effect messages to motorists ("right turn only", "school zone ahead" etcetera) on concrete roadway surfaces, especially bridge decks, where the adhesion of thermoplastic or traffic paint is especially problematic. Thermoplastic is used for most asphalt arterial roadway applications. Thermoplastic lasts much longer than paint. It is purchased in bulk quantities in two different colors (yellow and white) and is applied by Division personnel using specialized equipment that heats the material to near-liquid condition and then extrudes it in the desired shapes and dimensions. Finally, countdown pedestrian signals indicate to crossing pedestrians the time interval remaining before the traffic signal will change.
Most of these commodities are available for purchase per the terms and conditions of contracts that either exist (in the case of thermoplastic) or are being established by the Purchasing Office. This ordinance authorizes the purchase of these commodities per these contracts to meet the Transportation Division's anticipated needs for 2006 in the amount of $139,800.00. Earlier legislation, Ordinance 0740-2006, provided for the purchase of thermoplastic in the amount of $320,000.00; the Division's aggressive 2006 resurfacing program makes the additional acquisition of this material to assure a sufficient supply prudent.
Fiscal Impact: Funds for these expenditures are budgeted and available within the 2005 Capital Improvements Budget in the 1995, 1999, 2004 Voted Streets and Highways Fund in the traffic signal installation and permanent pavement markings projects.
