Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to increase an established blanket purchase order for the Division of Sewerage and Drainage, Southerly Wastewater Treatment Plant with Utility Technologies International Corp. for annual natural gas compliance services.
The Southerly Wastewater Treatment Plant has an annual inspection of their exterior natural gas pipelines and interior incinerator gas piping systems in accordance with Federal Regulation 49 CFR, Part 192 of the Pipeline Safety Regulations. Federal regulation 49 CFR 192 states that specific activities must be conducted on a scheduled basis to ensure that the pipeline and piping systems are maintained in safe condition. Those activities include: gas leak survey, Key valve inspection, corrosion control systems and cathodic protection testing of gas lines, odorization tests, regulator and meter inspection and calibration, review of emergency response procedures, upgrading of operation and maintenance manuals, maintenance of warning signs and labels, inspection and maintenance of interior gas piping (automatic shut off valves, main shut off valves, gas regulators, pressure relief valves, etc.).
The Division of Sewerage and Drainage, Southerly Wastewater Treatment Plant solicited bids for the service. Three (3) companies were solicited with only Utility Technologies International Corp. submitting a response to provide the service. ED017266 was established. Under normal circumstances the $20,000.00 established for the inspection would be sufficient, however, during the 2004 inspection the company determined that the 20 year old piping system into incinerator #3 needed upgrade. Currently that incinerator is out of service and since the incinerator is currently out of service, it is in the best interest of the City of Columbus to upgrade the piping system for the overall safety of plant personnel and to adhere to federal regulations.
