Explanation
Background: This ordinance will authorize the Director of Pubic Safety to enter into contract with Kidde Fire Trainers for the purchase of training equipment for the Fire Division's Training Academy project. With the process of construction nearing completion at it's Parsons Avenue Training Facilities, the Fire Division is in need to purchase specialized fire training equipment for use in these facilities. The equipment being purchased via this ordinance needs to be fully integrated with Kidde training props already installed at the training facility, which was purchased via the contract currently managed by the Facilities/Construction Management Division.
Kidde Fire Trainers have been installed in the Fire Training Academy Complex that is currently under construction; this Kidde fire training attic prop being purchased via this ordinance will be fully integrated with the training equipment currently installed. No other fire training equipment is compatible and fully integrated with Kidde equipment, and thus a bid waiver is requested.
This live fire attic training prop will afford the Fire Division the opportunity to train recruits and experienced firefighters in the techniques and hazards associated with fires in low clearance, open joist environments with limited access and egress. This is one of the Columbus Division of Fire's most common and most dangerous fire scenarios. This prop will complement other recently installed kitchen and bedroom props and allow Fire to teach and reinforce critical firefighting skills in a controlled and relatively safe environment.
This ordinance also authorizes the transfer of $123,012.00 between projects within the Safety Voted Bond Fund and amends the 2008 Capital Improvement Budget, ordinance No 0690-2008.
