Explanation
This legislation authorizes the Director of the Department of Development to modify contracts for Accelerate Columbus program services. These services nurture a pipeline of entrepreneurs and small businesses that reflect Columbus's talent and diversity.
The Department of Development advertised a Notice of Funding Availability (NOFA)/Request for Proposal (RFP) from July 1, 2024, through July 25, 2024, on the City's Vendor Services and Bonfire websites. The City received sixteen (16) proposals. Proposals were evaluated and scored in accordance with the relevant provisions of Chapter 329 of the Columbus City Codes. The Director of Development desires to enter into a service contract with 10 of the 16 offerors. Of these 10, four are non-profit agencies, and six are for-profit companies.
Contract modifications are needed to clarify the contract scope of work concerning the process to allow awarded organizations the primary responsibility to market and recruit participants for their respective cohort(s) and to allow contract budget structure and payments for both hourly rates and programming needs.
Emergency action is requested to approve payments for work completed under these contracts and to continue the programs awarded.
In accordance with C.C. 329.09(a):
1. No additional funds to be expended.
2. The contracts awarded do not require additional services, but a legislative modification is required by operation of C.C. 329.09(b).
3. It is in the City's best interest to modify each contract as they are the administrator of Accelerate Columbus program services for the Division of Economic Development.
4. This ordinance requires no additional funds.
FISCAL IMPACT: No additional funding is needed.
