Explanation
The City of Columbus, Transportation Division, is engaged in the improvement of Hard Road between Sawmill Road and State Route 315. The roadway will be widened from two to five lanes and incorporate a grade separation (bridge) at intersecting railroad tracks, curbs, sidewalks and storm sewers to accommodate increased traffic and promote pedestrian safety. There are three schools adjacent to the project: Granby Elementary, McCord Middle and Worthington Kilbourne High. The project has been divided into three phases ("A", "B" and "C"). Phase A is Sawmill Road to Smokey Row Road, Phase B is Smokey Row Road to Linworth Road and Phase C is Linworth Road to State Route 315. Hard Road Phase B is currently under construction. Phase C is under design and will be constructed in 2006.
The city entered into a contract for $698,200.00 for the design of Phase B with URS Corporation (aka URS Greiner, Inc.) on May 12, 1998 as authorized by Ordinance #0950-1998 passed April 6, 1998 (Contract CT-19317). This contract was modified and increased by $755,712.00 on May 31, 2001 as authorized by Ordinance #0812-2001, passed May 4, 2001 to include the design of Phase C.
This legislation authorizes Modification No. 2 for $200,000.00. This modification provides for additional traffic studies, additional pavement design, updates to new city specifications, revisions to new city standards for ADA-compliant wheel chair ramps and other design changes.
Including Modification No. 2, the design contract authorization totals $1,653,912.00. URS Corporation's contract compliance number is 94-1716908 and expires January 3, 2005.
Funding for this contract modification exists in the McKinley Avenue improvement project within the 1995, 1999 Voted Streets and Highways Fund. This ordinance transfers these monies between projects as required within this Fund.
Emergency action is requested to keep the design work on schedule.
