Explanation

BACKGROUND: The purpose of this legislation is to authorize the Board of Health to enter into a contract with Beyond Spots and Dots for professional media and advertising services for the Tobacco 21 program advertising campaign for an amount not to exceed $30,000.00.

The Tobacco 21 (T21) Program focuses on educating community members as well as vendors and retailers who sell tobacco products according to the citywide Tobacco 21 Law. The educational messaging for community members specifically targets ages 15-25, who may buy vape, tobacco, and hookah products and paraphernalia. The program utilizes media and advertising strategies, which includes billboards, bench ads, and social media including advertising on Facebook, Instagram, and Snap Chat, to increase community and vendor awareness and understanding of the law.
The contract period is from July 1, 2017 through December 31, 2017.

Columbus Public Health solicited requests for proposals on June 15, 2017, per RFQ005624 Tobacco 21 Ad Campaign. A committee comprised of Columbus Public Health staff reviewed and recommended Beyond Spots and Dots as the lowest, responsive, responsible, and best bidder. Beyond Spots and Dots Contract Compliance No is CC012555 (FEIN#87-0790007) and expires 03/01/2019.

This ordinance is submitted as an emergency so a delay in service does not occur since the program begins July 1, 2017.

FISCAL IMPACT: Funding for this contract ($30,000.00) is budgeted within the Neighborhood Initiatives Fund, Fund No. 1000 Subfund No. 100018.
