Explanation

The purpose of this legislation is to authorize the Director of Public Utilities to enter into contract with Johnson Controls for the Sludge Control Building Control and Electrical Room HVAC Replacement. The control and electrical rooms located in the Sludge Control Building at the Jackson Pike Wastewater Treatment Plant are in need of new HVAC systems. This project includes the removal, disposal and replacement of the HVAC system. The amount requested on this legislation includes contingency money.

The Director of Public Utilities opened formal bids on June 15, 2005. Two bids were received. A tabulation of the bids received is as follows:

Johnson Controls $188,494.00
Cornerstone Services $350,000.00

The proposal submitted by Johnson Controls was deemed non-responsive for failure to submit the document in its entirety. The proposal submitted by Cornerstone Services was deemed non-responsive for failure to submit the addendum, sub-contractors and previous projects as required in the specification language. The Division of Sewerage and Drainage requests that the bid be cancelled, and the proposal from Johnson Controls be considered on an informal basis and a contract be established as they are the lowest responsible and best, bid received.

SUPPLIER: Johnson Controls (39-0380010)

FISCAL IMPACT: $226,494.00 is budgeted and needed for this project.

Emergency legislation is being requested so that work can begin as the earliest time available.
