Explanation
BACKGROUND:
This legislation authorizes the Director of the Department of Technology and the Director of the Department of Public Utilities to renew an annual contract (Service Contract # L693) with PerkinElmer Health Sciences, Inc., for maintenance and support of the Laboratory Information Management System (LIMS). The original agreement was authorized by ordinance 1738-2008, passed November 24, 2008. The contract was most recently renewed by authority of ordinance 1170-2010, passed September 13, 2010. This contract renewal will provide software maintenance and support services for term period June 1, 2011 through May 31, 2012 at a cost of $53,013.00.
The LIMS enables the Division of Sewer & Drainage (DOSD) and the Division of Power & Water (DOPW) to manage water quality sample information, incorporate input from plant operations data sources, track 79,000 tests on 16,000 different samples annually, and transfer approved results to end users automatically. The LIMS has replaced older information systems, allowing DOSD and DOPW to satisfy their regulatory reporting requirement more efficiently.
This ordinance also requests approval to continue services provided by PerkinElmer Health Sciences, Inc. in accordance with sole source provisions of Section 329 of the Columbus City Code; as it has been determined PerkinElmer Health Sciences, Inc. is the sole distributor of LIMS, and does not utilize distributors or re-sellers due to the complex nature of its product.
EMERGENCY: Emergency legislation is requested in order to expedite processing of the necessary contract to avoid interruption of service.
FISCAL IMPACT: In 2010, $52,782.00 was legislated for software maintenance and support services to support the Laboratory Information Management System (LIMS).
