Explanation

Background:
This legislation is to appropriate supplemental grant funds from the Ohio Department of Aging and the Franklin County Office on Aging, as administered by the Central Ohio Area Agency to carry on various services for the balance of 2023 and for 2024.

Fiscal Impact:
The fiscal impact of this ordinance will be to appropriate a balance of $13,922,988.00 within the Recreation and Parks Grant Fund for various senior services. This appropriation will enable the Recreation and Parks Department to continue those programs as required by the granting agencies for the balance of 2023 and 2024.

EMERGENCY DESIGNATION:
Emergency action is requested so that the allocated funds can be utilized to continue the operation of senior services without interruption for the period from October 1, 2023 through December 31, 2024.

Body

WHEREAS, it is necessary to appropriate grant funds so that the Central Ohio Area Agency on Aging of the Recreation and Parks Department can provide services beyond FY 2023 without service interruption; and

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to appropriate said grant funds to avoid delay of services to older adults, thereby preserving the public health, peace, property, safety, and welfare; and now, therefore,
