Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase ADS Flow Monitoring Parts & Service with ADS, LLC. The Division of Sewer & Drainage is the primary user of ADS Flow Monitoring Parts & Service. ADS, LLC provides the equipment to monitor the flow of storm water throughout the city’s sewage system. ADS LLC is the sole source for the flow monitoring equipment and software, that is used by the City of Columbus. Ordinance # 2374-2021 was passed on October 11, 2021 extending the contract until November 30, 2023 with an additional one - year extension. The term of the proposed option contract would be two years, expiring November 30, 2026, with the option to renew for one (1) additional year. In addition, the expenditure of $1.00 is hereby authorized from General budget Reservation BRPO02726

Estimated Annual Expenditure: $175,000.00
Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance due to the fact that resolution of terms and conditions with the vendor, has taken more time than anticipated and the November 30, 2024 expiration date is approaching rapidly. This is an extremely critical contract as this UTC is responsible for monitoring all the flow of storm water throughout the City of Columbus’s sewage system.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: The expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO002726.
