Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTC) for the option to purchase Polymer with Polydyne, Inc. and Solenis LLC. The Division of Water Reclamation is the sole user for Polymer, used as a sludge conditioner in sludge thickening and dewatering centrifuge processes at the Southerly and Jackson Pike treatment plants. The term of the proposed option contracts would be approximately three (3) years, expiring May 31, 2029, with the option to renew for one (1) additional year or portion thereof. The Purchasing Office opened formal bids on March 12, 2026. Each vendor was asked to bid seven (7) different polymer products. Testing was then conducted at both treatment plants to determine the product which was most effective and at what rate, to determine the overall lowest net price for each plant. Award is to only be made for three products. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO003693.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding (Request for Quotation No. RFQ032021). Two bids (2) bids were received.
The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:
Polydyne, Inc., CC#006874 expires 3/12/28, Items 4 and 7, $1.00
Solenis LLC, CC#019949 update pending, Item 2, $1.00
Total Estimated Annual Expenditure: $1,847,000, Division of Water Reclamation, the sole user
Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because the current contract will expire 5/31/26.
