Explanation
1. BACKGROUND
Columbus Water and Power (“CWP”) is engaged in acquiring real estate for the West Side Trunk Rehab-Phase 2 Project, C.I.P. No. 650725-100028 (“Public Project”). The City must acquire in good faith and accept certain fee simple and lesser real estate located in the vicinity of the Scioto Big Run River from Lincoln Village, running parallel to the South of Clime Road and Frank Road to the Jackson Pike Water Reclamation Plant, and extending along the Scioto River on the west side to the Southerly Reclamation Plant, (collectively, “Real Estate”) in order for CWP to complete the Public Project. Accordingly, CWP requested the City Attorney to acquire Real Estate in good faith and contract for associated professional services (e.g. surveys, title work, appraisals, etc.) for CWP to timely complete the Public Project.
Exhibits are attached to this Ordinance showing the details of thirty-nine (39) temporary easements to be acquired for this project.
2. CONTRACT COMPLIANCE
Not applicable.
3. FISCAL IMPACT
Funding in the amount of $755,000.00 is available and appropriated in the Sanitary Bond Fund, Fund 6109. An amendment to the 2025 Capital Improvement Budget is needed to align budget authority with the proper project.
4. EMERGENCY DESIGNATION
Emergency designation is requested for this acquisition to prevent unnecessary delay in completing the Public Project of the rehabilitation of existing infrastructure and to reduce inflow and infiltration to the City's sanitary sewer system thus mitigating sanitary sewer overflows to basements and waterways.
