Explanation
The Public Service Department, Transportation Division, is responsible for the construction, rehabilitation and on-going maintenance of many bridges within the city. The division periodically contracts to clean and seal various bridges; the last such initiative was for $50,000.00 authorized by Ordinance 2146-2004 passed by City Council January 10, 2005.

This legislation authorizes the Public Service Director to enter into contract in an amount up to $50,000.00 for the Bridge Cleaning and Sealing - 2006 project. The project was advertised in the City Bulletin, Dodge Reports and by the Builders Exchange. Six bidders/suppliers requested the bid specifications (4 majority and 2 minority). Three bids were received (2 majority, 1 minority) and tabulated on July 7, 2006 as follows:

Award is to be made to Contract Sweepers and Equipment, contract compliance number 31-0780604 (expires May 26, 2007), as the lowest, best, most responsive and most responsible bidder.

Fiscal Impact: Bids were solicited for purposes of determining which bidder offered the lowest unit pricing. Funding in the amount of $50,000.00 is budgeted and available for this expenditure within the Transportation Division's 2006 Capital Improvements Budget in the 1995, 1999, 2004 Voted Streets and Highways Fund in the Bridge Rehabilitation project and this contract will be established for the full amount budgeted.

Emergency action is requested to allow construction to commence on September 1, 2006, the estimated Notice to Proceed date, to take full advantage of favorable weather conditions. The contractor has been given 365 days to complete the work.
