Title: To authorize the City Attorney to acquire fee simple title and lesser interests, contract for professional services and to expend $600,000.00 from the Streets and Highways G.O. Bonds Fund for costs in connection with the American Addition Infrastructure Improvements Project; to amend the 2011 C.I.B.; to authorize the transfer and expenditure of $600,000.00 or so much thereof as may be necessary to acquire the rights of way needed for this project from the Streets and Highways G.O. Bonds Fund; and to declare an emergency. ($600,000.00)
Explanation
1. BACKGROUND
The City of Columbus, Department of Development (the "City"), and Central Ohio Housing Development Organization, Inc. (COHDO) (the "Developer") are engaged in the redevelopment of the American Addition subdivision (Drawing # 2639 Dr. E). This project is located in the northeast quadrant of the City and is bounded on the north by the alley north of 12th, on the south by Dolphin Alley, on the east by Petrel and Helena Alleys and on the west by Joyce Avenue.

Improvements include: street widening, addition of curb, sidewalks, ADA accommodations, street trees, traffic control, public and private utility work as needed. The project will utilize green infrastructure as well as traditional infrastructure for stormwater management. To facilitate the redevelopment of this site the City will need to acquire fee simple title and lesser interests.

The following legislation authorizes the City Attorney's Office, to acquire fee simple title and lesser interests, contract for professional services, and to expend the monies for payment of acquisition costs in connection with the American Addition Infrastructure Improvements Project.

2. FISCAL IMPACT
Funding for the described purpose is available within the Streets and Highways G.O. Bonds Fund. A C.I.B. amendment is necessary to establish funding authority in the correct project for this expenditure.

3. EMERGENCY DESIGNATION
The improvements contemplated by this project are essential to the successful redevelopment of the entire site. Failure to complete right of way acquisition for this project in a timely manner will delay the current construction schedule. Emergency action is requested to allow right of way acquisition for this phase of the project to remain on schedule.
