Explanation
BACKGROUND: The Board of Health has a need to make funds
available to contract with The Council On Healthy Mothers And Babies.
The Council will assist in providing health education/promotion and link
pregnant women with appropriate providers through Pregnancy Care
Connection (centralized first PNC appointment scheduling system). The
contract period is June 1, 2007 through May 31, 2008.
Emergency action is required to ensure the continued operation of the
Healthy Start Program.
The Federal ID number for the Council On Healthy Mothers and Babies is 421546970. As a non-profit organization, they are exempt from contract compliance.
FISCAL IMPACT: This contract is entirely funded by a grant from the
U.S. Department of Health and Human Services. The program does not
generate revenue or require a City match. The monies are budgeted in the
2007 Health Department Grants Fund.

WHEREAS, funding is available from the U.S. Department of Health and Human Services to contract with the Council On Healthy Mothers And Babies to provide needs assessment and consultation services for the Healthy Start grant program; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to enter into contracts with the Council On Healthy Mothers And Babies to ensure the continued operation of the program for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
