Explanation
1. BACKGROUND
This ordinance enacts and amends the Columbus City Codes to provide for changes in Title 21 - Traffic Code to modernize the sections of code that govern parking infractions within the Department of Public Service and to further define and establish parking rules and regulations.
2. FISCAL IMPACT
There is no immediate fiscal impact to the City as a result of this legislation.

To enact and amend various sections of Title 21 of the Columbus City Codes to modernize the sections of code that govern parking infractions within the Department of Public Service and to further define and establish parking rules and regulations.
Body
WHEREAS, a goal of the City of Columbus is to modernize the parking code to clarify parking regulations; and
WHEREAS, more clearly defined code definitions and violations related to parking infractions are needed; and
WHEREAS, this legislation establishes the Director's ability to create rules and regulations related to Chapter 2150 to more clearly define vehicle ownership, timelines for responding to parking infractions and the process for updating fines, fees, and penalties based upon relevant cost factors and market conditions; and
WHEREAS, it is necessary to create additional violations to reflect City investments in bike infrastructure and dedicated bus lanes in anticipation of bus rapid transit; and
WHEREAS, it is necessary to codify existing policy that requires individuals permanently removing parking meters for construction, development and other authorized reasons to pay lost meter revenue and create rules and regulations necessary to administer the program; and
WHEREAS, the proposed code amendments are consistent with recommendations of the Division of Mobility and Parking Services’ 2025 Strategic Parking Plan and support other City plans and initiatives including Bike Plus and LinkUS; and
WHEREAS, it is necessary to repeal and replace Chapter 2150 of the Columbus City Codes; and...
