Explanation
BACKGROUND:
This ordinance authorizes the Board of Health to enter into (2) initial contracts with qualified vendors, Aids Healthcare Foundation and Equitas Health. Aids Healthcare Foundation and Equitas Health will be funded for the delivery of HIV Prevention services allowable under the HIV Prevention grant, underlying Ordinance 2109-2024. These services include, but not limited to screenings for HIV, education on risk reduction, and referrals to PrEP or ART medications. The contract period is from August 1, 2024 through May 31, 2025, in an amount not to exceed $411,535.00.
Vendors included in this ordinance are not for profit agencies and are exempt from bidding according to bidding requirements of the City Code 329.30. The selected vendors have HIV specific programming and are currently serving priority populations of the grant. Contract price points are based on agency staffing projections, individual client counts, and other estimated direct costs ancillary to the HIV Prevention Grant Program.

Total Amount: $411,535.00
Emergency action is required to ensure the continued operation of HIV Prevention grant program from the Ohio Department of Health and to meet grant deliverables required by the grantor to avoid forfeiture of future funds.
FISCAL IMPACT: These subrecipient agreements are funded entirely by a grant award from the HIV Prevention Grant Program. This grant does not generate revenue nor require a city match.
