Explanation
1. BACKGROUND
The City of Columbus, Department of Public Service, Division of Design and Construction, is engaged in the Arterial Street Rehabilitation - Fairwood Avenue/Watkins Road-Koebel Road Project. The project limits are Fairwood Avenue from Watkins Road to just north of Koebel Road, including alleys and side roads.
This project will lower the existing roadway profile to provide for positive drainage and full depth pavement replacement. Also included with this project are the installation of concrete curb and gutter, a new storm sewer system, pavement markings, signing, ADA compliant sidewalks and curb ramps.
As part of this project 24 ADA curb ramps and 1.12 miles of sidewalk and curb and gutter will be added or reconstructed.
The construction plans have been finalized and the Department of Public Service is prepared to authorize right-of-way acquisition pending passage of this funding legislation. Acquisition related expenses are currently estimated to be $250,000.00.
2. Fiscal Impact
Monies to pay for these costs are available due to cancellations of encumbrances from completed projects within the Build America Bonds Fund.
3. Emergency Justification
The roadway, pedestrian and stormwater improvements contemplated by this project are essential to the safety of those individuals living and traveling within this area. Failure to complete right-of-way acquisition in a timely manner will delay the construction if this arterial street rehabilitation project. Emergency action is requested to allow right-of-way acquisition to begin as soon as possible.
