Title: To amend the 2025 Capital Improvement budget; to authorize the transfer of funds within the Streets and Highways Bond Fund; to appropriate funds within the Streets and Highways Bond Fund; to authorize the Director of Public Service to enter into contract with Complete General Construction Company for the Pedestrian Safety - Walford Street, Sharbot Drive, and Northtowne Boulevard Sidewalks project; to authorize the expenditure of up to $1,887,506.85 from the Streets and Highways Bond for the project; and to declare an emergency. Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Service to enter into contract with Complete General Construction Company for the Pedestrian Safety - Walford Street, Sharbot Drive, and Northtowne Boulevard Sidewalks project and to provide payment for construction, construction administration and inspection services.

This contract includes construction of sidewalks along both sides of Walford Street from Belcher Drive to Morse Road, both sides of Sharbot Drive from approximately 350 feet west of Caravan Road to Heaton Road, and both sides of Northtowne Boulevard from Morse Road to Jonathon Court. Installation of sidewalk will include curb ramps and drive approaches. Post construction drainage and stormwater control will also be part of this project, and other work as may be necessary to complete the contract in accordance with the plans and specifications set forth in the Bid Submittal Documents.

The estimated Notice to Proceed date is February 3, 2026. The project was let by the Office of Support Services through Vendor Services and Bid Express. Three bids were received on December 19, 2025, (all majority) and tabulated as follows:
