Explanation
As a result of anticipated local traffic impacts from the construction of the Spring Sandusky Interchange (SSI), the City of Columbus entered into a Memorandum of Agreement (MOA) with local historic neighborhoods for the purpose of developing and implementing an "Overall Traffic Management Plan" (OTMP). This OTMP identifies desirable traffic calming measures to mitigate these local traffic impacts.
The OTMP is comprised of numerous individual improvements that are scattered throughout the adjacent historic neighborhoods. One such individual improvement, "Traffic Calming on Michigan Avenue," is situated west of Goodale Street and is within the current construction limits of the Ohio Department of Transportation's (ODOT) FRA-670-2.61 project. The Public Service Director is proposing to include this traffic calming and installation of landscaping and other related amenities as a part of ODOT's current reconstruction efforts. Such action will reduce the cost of this improvement work, avoid unnecessary reconstruction of current construction efforts, and provide immediate benefit to the health, safety and welfare of the community.
In order to implement this proposal and experience these benefits, it is necessary to modify the City's current SSI construction agreement with ODOT, Agreement No. 9435 and Supplemental Agreement No. 9435-A and expend a maximum of $175,000.00 for this purpose.
Funds for this expenditure are available within the Resurfacing project of the 1995, 1999 Voted Streets and Highways Fund. This ordinance transfers these monies to the Spring Sandusky Interchange project within this same Fund.
Emergency action is requested to allow for the immediate expenditure of the necessary funds and maintain project continuity.
