Explanation
This legislation authorizes the Public Service Director to enter into a contract for a professional engineering services contract with Woolpert, Inc., for the Karl Road Improvement project in the amount of $488,050.00 for the Transportation Division. The project is located on Karl Road between State Route 161 to the south and Schrock Road to the north. The purpose of the project is to provide new roadway surfacing, new curbs, sidewalks, street lighting and storm drainage. Subject to an investigation of the condition of the pavement, the roadway may be completely rehabilitated. A professional engineering services contract for is needed to assure timely completion of the design, because the Transportation Division does not maintain adequate staff or employ all of the various disciplines necessary to complete such design in house.

The selection process for the professional service contract was completed in accordance with provisions of Chapters 329.12 and 329.14 of Columbus City Code 1959. Seven (7) firms responded to the Letter of Interest issued on March 4, 2005 for the project. After the evaluation committee met to review these seven (7) proposals, four (4) firms were invited to respond to a more detailed RFP established for this project.

The evaluation committee determined the top three ranked firms (Woolpert, Inc., Burgess and Niple Inc., and Baker & Associates) were qualified to complete this project. The Director of Public Service has determined that Woolpert, Inc., contract compliance number 20-1391406 (expires January 31, 2008) submitted the best overall proposal at a competitive price for this work.

Fiscal Impact: The Transportation Division budgeted $500,000 in the 2005 Capital Improvements Budget under Arterial Street Rehabilitation for the Karl Road Improvement project.
