Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to execute a contract with Kokosing Construction Company, Inc., for the construction of the Piedmont/High Area Sanitary Improvements Project and the Orchard/Milton Area Sanitary Improvements Project. These projects will rehabilitate approximately 17,900 lineal feet of eight to 18-inch diameter sanitary sewer lines serving homes within the project areas that are located in the Clintonville Community. This project also includes Voted Storm Bond Funds for the stormwater infrastructure improvement costs that were deemed inelgible by the Ohio Water Development Authority, and which are a part of this contract work.
This contract will utilize trenchless technology methods to minimize the disruption to residences in the project area and to avoid the costlier method of traditional open trench sewer removal and replacement.
The Director of Public Utilities publicly opened four competitive bid proposals on August 31, 2005. The cumulative results of these bids were: Kokosing Construction Company, Inc. submitted a bid of $1,286,069.90; and InsituformTech, Inc. submitted a bid of $1,354,500.96; Reynolds Inliner, LLC submitted a bid of $1,523,619.24; and American Water Services, Inc. submitted a bid of $1,575,642.30. The Engineer's Estimate for this project was $1,783,387.80. In order to fund this contract, it was necessary to wait until an OWDA Loan could be requested, approved and executed by the Ohio Water Development Authority. The OWDA Board approved this loan on October 27, 2005.
2. FISCAL IMPACT: This legislation appropriates a total of $1,427,793.35 from the OWDA Loan that will be utilized for the subject project. $1,246,169.90 is for the cost of construction services.
