Explanation

NEED: This legislation authorizes the Director of Public Utilities to modify the contract for professional engineering services with Evans, Mechwart, Hambleton & Tilton, Inc. for the Maize Road/Morse Road Area Stormwater and Sanitary Sewer Improvements project; to transfer monies from the Special Income Tax Fund to the Storm Sewer Bond Fund.

Engineering studies completed to date have identified additional areas of street and yard flooding which must be addressed within the scope of this project. This modification will provide the funds necessary for the consultant to add the additional design services and specifications to the construction drawings which have already been prepared.

FISCAL IMPACT: This fund transfer from the Special Income Tax Fund to the Storm Sewer Bond Fund is a temporary measure, until such time as the proceeds from the bond sale can be made available. There is sufficient budget authority within the 2003 Capital Improvements Budget for this expenditure.

CONTRACT AMOUNT: The new contract amount including this modification is $4,603,488.02.

WHEREAS, it is necessary to transfer and appropriate money from the Special Income Tax Fund to the Storm Sewer Bond Fund; and

WHEREAS, the City will sell notes or bonds for the Maize Road/Morse Road Area Stormwater and Sanitary Sewer Improvement Project and will reimburse the Special Income Tax Fund, this transfer should be considered as a temporary funding method; and
