Title: To authorize the Finance and Management Director to enter into three (3) Universal Term Contracts for the option to purchase Traffic Signal Communication Systems with Baldwin & Sours Inc., Path Master Inc., and Traffic Control Products Inc; and to authorize the expenditure of $3.00. ($3.00)
Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTC) for the option to purchase Traffic Signal Communication Equipment with Baldwin & Sours Inc., Path Master Inc., and Traffic Control Products Inc. The Division of Traffic Management is the sole user for traffic control products. Traffic signal communication equipment are used in traffic signal installations throughout the City. The term of the proposed option three (3) contracts would be approximately two (2) years, expiring June 30, 2026, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on April 11, 2024. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO002726.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ027134). Three (3) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

Baldwin & Sours Inc. CC# 004700 expires 9/7/2024, Items# 17-20, 23, & 71A, $1.00
Path Master Inc. CC# 006583 expires 12/6/2024, Items# 1-10, 13-15, 21, 22, 26-28, 32, 33, 35-47, 49-51, 56, 65, 67-69, & 71B-74, $1.00
Traffic Control Products Inc. CC# 006630 expires 11/16/20025, Items# 11, 12, 16, 24, 25, 48, 57-64, 66 ,70, $1.00
There were no bids received on Items# 29-31, 34, 52-55 & 75. These items will be bid as needed by the agency.
Total Estimated Annual Expenditure: $50,000.00, Division of Traffic Management, the sole user

The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
