Explanation
Background: The Transportation Division is responsible for maintaining the City's roadway system. To accomplish this mission, the Division requires two pole barns to protect maintenance equipment from adverse weather conditions when the equipment is not in use. The pole barns will be purchased as kits and will be assembled by division personnel at the Marion Road and Roberts Road outposts.
Bids were advertised in the City Bulletin and were received by the Purchasing Office on September 2, 2004 for Bid SA-001251GLM as follows:

Eversole Builders, Incorporated, was judged to be the lowest, best, most responsive and most responsible bidder. It is recommended that the contract be awarded to Eversole Builders, Incorporated, contract compliance #31-1107391, for two Pole Barn Kits for $35,038.00 in accordance with their bid proposal.
Fiscal Impact: The Transportation Division budgeted $2.95 million in the 2004 Capital Improvements Budget for facilities improvements. Just over $165,000 of these funds have been contracted for to date. This ordinance authorizes and expenditure of $35,038.00 from the 1995, 1999 Voted Streets and Highways Fund.
Emergency action is requested so that the pole barns available for use before the inclement weather season.
