CITY DEPARTMENTS' RECOMMENDATION: Approval. The applicant has received a recommendation of approval from Staff and the Development Commission for a concurrent rezoning (Ordinance #3047-2024; Z24-033) from the C-3, Commercial District to the R-4, Residential District. The proposed development will allow single- and two-unit dwellings, and variances to required parking and side yard requirements are necessary. The proposed variances and the site plan included with the request reflect a development that is consistent with the recommendations of the Columbus Citywide Planning Policies (C2P2) Design Guidelines (2018), which states that new housing construction should be consistent with surrounding densities and building types in the neighborhood.

WHEREAS, by application #CV24-090, the owner of property at 1661 E. HUDSON ST. (43211), requests a Council variance to allow reduced development standards for single- and two-unit dwellings in the R-4, Residential District; and
WHEREAS, Section 3312.49, Required parking, requires two parking spaces per dwelling unit, or 18 total spaces for one single-unit dwelling and four two-unit dwellings, while the applicant proposes a reduced total of nine parking spaces, with one space provided per dwelling unit, as shown on the submitted site plan; and
