Explanation

BACKGROUND: The Columbus Health Department has a need for interpretation and written translation services for clients of various clinics and programs. It is necessary that specific language interpretation and translation services be provided for central Ohio residents in order to provide quality health services. This ordinance is needed to modify a contract with Community Refugee and Immigration Services for $25,000 for the time period October 1, 2004 through March 31, 2005.

Why couldn't the need for the additional services be foreseen when the contract was originally awarded? The demand for translation/interpretation services has been higher than anticipated.

Why would it not be in the City's best interest to have the additional contract requirement awarded through competitive bidding? The CRIS contract does not expire until March 31, 2005. Modifying the contract is the most efficient way to ensure continuous translation / interpretation services to CHD clients.

How was the price for the additional goods or services determined? The price for the translation/interpretation services is the same as the existing contract, i.e., there is no price increase as a result of this contract modification.

What is the additional amount to be expended under the modification?
The contract is to be modified as follows:

Emergency action is requested to ensure uninterrupted services for CHD clients.

FISCAL IMPACT: The funds to modify and increase this contract are budgeted in the Health Special Revenue Fund, Fund 250.
