Explanation

BACKGROUND: The Watershed Management Complex at Hoover Reservoir consists of four buildings and three parking lots. Numerous vehicles, boats, mowers, as well as other grounds keeping equipment and parts are stored at this location. This contract addresses the deteriorated condition of the parking lots and the inadequacy of the existing security fence.

The procurement of this contract was conducted in accordance with Section 329.09.

Competitive bids were received and opened at the office of the Director of Public Utilities on May 14, 2003. Of the four (4) bids received, the lowest responsive and responsible bidder was Decker Construction Company, Inc.

Strawser Paving Company $105,740.25

FISCAL IMPACT: The 2002 C.I.B. is being amended to provide for this project.

EMERGENCY: Emergency legislation is being requested to take advantage of favorable weather conditions.
