Title: To authorize the Mayor of the City of Columbus to accept a Sub-Recipient Grant Award form the Franklin County Emergency Management Agency under the State Homeland Security Grant Program, for the purchase of Homeland Security Equipment for Public Safety, to authorize the appropriation of $1,458,600.00, and to declare an emergency. Explanation

The City of Columbus, Department of Public Safety, Divisions of Police, Fire and Support Services have been awarded sub-recipient grant funds by the Franklin County Emergency Management Agency. This is part of the fiscal year 2003 State Homeland Security Grant Program part one and part two. Funding for the program was received from the U.S Department of Homeland Security's office of Domestic Preparedness. The grant is intended to enhance the ability of first responders to prevent or respond to incidents of terrorism and will be distributed as follows within Public Safety:

I. Division of Fire: $500,000.00 for the purchase of a Hazardous Material (Hazmat) response vehicle.
II. Division of Support Services: $817,600.00 for the replacement of the city's 800MHz radio microwave system that conveys digital signals to different tower sites located within the city of Columbus.
III. Division of Police: $141,000.00 for an On-Scene Badging/Identification system and supplies.

FISCAL IMPACT: No matching funds from the city are required for this grant. All funds must be liquidated by the city within thirty days after receipt of funds. This is a minimum cash on hand agreement and should not be considered a reimbursement type grant.

EMERGENCY DESIGNATION: Emergency designation is needed to ensure the grant time frames (September 30, 2004) are met for the completion of the projects.
